Parole Denied to Child Molester

District Attorney Jill Ravitch has announced that California Department of Corrections inmate Dallas Goosen was denied parole following a June 26, 2018  suitability hearing held at the Substance Abuse Treatment Facility in Corcoran, California. The Parole Board found that Goosen would present an unreasonable risk of danger if released back into the community. The denial was for 3 years.

In 1993, Goosen was convicted of seventy-six counts of child molestation involving 4 separate victims. The victims were ages 6, 5, 4, and 3 years old at the time. Goosen was sentenced to 158 years in prison for his crimes. Many of the crimes were videotaped by one of Goosen’s adult co-defendants. The tapes contained evidence of extraordinarily depraved acts of child molestation perpetrated by Goosen and the other adult co-defendants, Timothy Plimmer and Kelly McLaughlin-Cross.

District Attorney Ravitch stated, “The Parole Board found Dallas Goosen unsuitable for parole as he would still pose a significant danger to society if were released back into the community. In particular, the Board found Goosen lacked insight into the causative factors which lead him to commit these truly monstrous crimes. We wholeheartedly agree with this assessment.”

With the recent establishment of the Elderly Parole Program a California inmate who is 60 years of age or older and has served a minimum of 25 years in custody is eligible for a parole suitability hearing, regardless of the length of their original sentence. Goosen is 61 years-old and served 25 years of the original 158 year sentence.

Based on the Parole Boards decision Dallas Goosen will be held an additional three years and is again eligible for parole consideration in 2021.
