Santa Rosa Man Convicted of Aggravated Sexual Assault of 8 Year Old Child Denied Parole

District Attorney Jill Ravitch announced today that the California Board of Prison Terms denied parole yesterday to 38 year old Pascual Jorge Pilotzi, who was convicted in 2007 of the aggravated sexual assault of an 8 year old girl. 

In 2007, Pilotzi lived in Santa Rosa and was acquainted with an 8 year old girl to whom he was sexually attracted. A law enforcement investigation revealed that Pilotzi took time to plan how to get the victim away from her mother.  In May of 2007, Pilotzi found himself alone with the victim, threatened to hurt her, and then sexually assaulted her.  During the assault, the victim repeatedly told Pilotzi to stop, to which he refused. 

Later that day, the victim told her mother what had occurred, and thereafter, courageously spoke to police detectives and prosecutors.

Pilotzi was subsequently convicted of aggravated sexual assault of a child under the age of 14 years, and was sentenced to serve 15 years-to-life in the California Department of Corrections and Rehabilitation. 

On January 15, 2020, a hearing was held at California State Prison Chuckawalla Valley to determine whether Pilotzi currently remains an unreasonable risk of harm to children and the public, or whether he should be released back into the community on a grant of parole.  After taking testimony from Pilotzi, reviewing prison files, reviewing psychiatric evaluations, and hearing arguments from both Pilotzi’s attorney and the Sonoma County District Attorney’s Office, the California Board of Prison Terms issued a 5 year denial of parole.  In its decision, the Board stated that Pilotzi had not taken sufficient advantage of rehabilitative programs specific to sex-offenders offered by the state prison system.  Pilotzi will not be eligible for parole again until January 15, 2025, at which time another hearing on the issue will occur.

Deputy District Attorney Jamie Kandel appeared on behalf of the prosecution at the hearing in opposition to Pilotzi’s release on parole.
