Santa Rosa Man Sentenced to 20 Years Prison for Trafficking a Minor

Defendant Andrew Paul Flolo, 20 years old of Santa Rosa, was sentenced today by the Honorable Shelly Averill to serve 20 years in prison after entering a no-contest plea last November to six felony offenses involving the human trafficking of a minor. The defendant also admitted that he was armed with a firearm while committing two of those crimes.

District Attorney Ravitch stated, “This defendant used every angle at his disposal to manipulate this child and control her, and for that he will be spending a significant period of time in state prison. Recognizing January as Human Trafficking Awareness Month, cases such as this provide a reminder that this type of crime is not confined to other countries, or even urban centers, but can happen in our community.”

The charges resulted from an investigation where a 16-year-old girl initially reported to police that she’d been beaten and threatened with death if she reported the assault by Flolo. During a follow-up investigation, police learned that Flolo was directing the victim to engage in sexual acts with others for money, with the funds turned over to him. Additionally, Flolo was regularly providing the minor with heroin and fentanyl. When located and arrested, Flolo was transporting heroin for sale while armed with an unregistered loaded .40 caliber handgun.

Flolo ultimately pled no-contest to offenses including human trafficking of a minor, furnishing controlled substances to a minor, statutory rape, domestic assault, dissuading a witness, and transporting heroin for the purpose of sales, and admitted being armed with a firearm during the commission of the offenses. Flolo will have to register as a sex offender upon his release from prison, and will have two “strike” priors as a result of his convictions.

California voters rejected Proposition 20 last November, which would have classified felony domestic assault and the human trafficking of a minor as violent felonies. Had the proposition passed Flolo would have been ineligible to apply for early release from state prison.

The case was prosecuted by Deputy District Attorney Andrew Lukas, assisted by Victim Advocate Olivia Carbajal. Detective Jeff Sherman of the Sonoma County Sheriff’s Department headed the investigation.
